  1. Who is NACHA?

    • NACHA supports the growth of the ACH Network by managing its development, administration, and governance. The ACH Network facilitates global commerce by serving as a safe, efficient, ubiquitous, and high-quality electronic payment system. More than 15,000 depository financial institutions originated and received 18.2 billion ACH payments in 2008. NACHA represents nearly 11,000 financial institutions through 18 regional payments associations and direct membership. Through its industry councils and forums, NACHA brings together payments system stakeholder organizations to encourage the efficient utilization of the ACH Network and develop new ways to use the Network to benefit its diverse set of participants.   2. Who is the Federation of Tax Administrators?

    • The Federation of Tax Administrators (FTA) was organized in 1937 to improve the quality of state tax administration by providing services to state tax authorities and administrators. These services include research and information exchange, training, and intergovernmental and interstate coordination. The Federation also represents the interests of state tax administrators before federal policymakers where appropriate.
  3. Why is NACHA interested in hosting the state tax change portal?

    • NACHA has a role in promoting the ACH Network, as well as supporting ACH Network quality and managing related risk. The state tax change portal fulfills a need for the NACHA community to obtain timely information about changes that can affect ACH transactions.
  4. Will there be a fee for states to send notices, or for subscribers to receive notices through the portal?

    • No, there are no user fees for using the portal. Costs to run the service are supported by the portal sponsors, NACHA, and the FTA.
  5. How does the portal service work?

    • When state tax authorities enact a change that impacts electronic tax payments for businesses, they can use the portal’s listserv function to notify banks, payment processors, and interested businesses about the change by completing a website form. Once completed, the information is sent to the FTA. FTA staff will verify the authenticity of the message, following which NACHA will send the change notice in an email to the listserv subscribers. This website will not store tax change notifications. All questions about tax changes should be directed to the appropriate tax authority.
